On April 2, 2026, Mr. Tomáš Trombík, former Vice Governor of the Czech National Bank (CNB), was invited to attend the Tsinghua PBCSF Fintech Lecture and the Global Economic Governance 50 Forum Frontier Lecture. He delivered a keynote speech titled “The Czech National Bank – Alternative Asset Management.” The lecture was moderated by Wang Xian, Deputy Director of the Institute for Fintech Research at Tsinghua University and Director of the Listed Companies Research Center at Tsinghua University PBC School of Finance.

In his speech, Trombík systematically elaborated on the innovative practices in crypto-asset regulation and central bank investment in Europe and the Czech Republic. He pointed out that the EU regulatory framework, built on the three pillars of Distributed Ledger Technology (DLT), the Digital Operational Resilience Act (DORA), and the Markets in Crypto-Assets Regulation (MiCAR), aims to establish a system of trust, fairness, and stability for the rapidly evolving world of crypto-finance. He emphasized that the goal of regulation is not to stifle innovation but to protect investors and mitigate risks by establishing clear rules, thereby building a bridge between traditional finance and the emerging crypto world.
As the world’s first sovereign central bank to directly invest in crypto assets, the Czech National Bank has drawn significant attention. Trombík provided a detailed explanation of the core concepts and methodology behind this decision. He clearly stated that the CNB’s primary purpose in investing in crypto assets is not speculative profit, but rather to diversify its foreign exchange reserves and to gain a deep understanding of this new asset class and its underlying technology. To this end, the CNB has established a “Digital Lab,” adhering to the principle of “learning by doing,” aiming to provide a first-hand knowledge base for its regulatory functions and thus better fulfill its responsibility of maintaining financial stability.

During the subsequent interactive session, students and alumni asked enthusiastic questions. Trombík provided in-depth and detailed answers on topics such as the application of artificial intelligence in financial regulation, China-Europe financial cooperation, crypto assets, and the shadow economy.
